2014 ACREAGE REPORTING DATES In order to comply with FSA program eligibility requirements, all producers are encouraged to visit the RandolphCounty FSA office to file an accurate crop certification report by the applicable deadline. The following acreage reporting dates are applicable for Randolph County: December 15: Fall-Seeded small grains (Wheat & oats) January 15: Apples, Grapes, Peaches May 15: Tomatoes July 15: All other crops ( rice, corn, soybeans, peanuts, gr. sorghum, sesame,miscanthus, watermelons, cantaloupe, ect) The following exceptions apply to the above acreage reporting dates: · If the crop has not been planted by the above acreage reporting date, then the acreage must be reported no later than 15 calendar days after planting is completed. · If a producer acquires additional acreage after the above acreage reporting date, then the acreage must be reported no later than 30 calendars days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office. · If a perennial forage crop is reported with the intended use of "cover only," "green manure," "left standing," or "seed," then the acreage must be reported by July 15th. Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP covered crops is the earlier of the dates listed above or 15 calendar days before grazing or harvesting of the crop begins. EMERGENCY CONSERVATION PROGRAM (ECP) SIGNUP BEGINS Sign up for the Emergency Conservation Program (ECP) will begin June 25, 2014 and continue through August 23, 2014, as a result of the recent tornado and flooding this past April and May. Call the Farm Service Agency office at 870-892-3325 ext 2 to schedule an appointment. Farms and ranches suffering severe damage from the tornado and/or flooding may be eligible for assistance, if the damage: - Will be so costly to rehabilitate that federal assistance is or will be needed to return the land to productive agricultural use.
- Is unusual and is not the type that would recur frequently in the same area.
- Affects the productive capacity of the farmland.
- Will impair or endanger the land.
A producer qualifying ECP assistance may receive cost-share levels not to exceed 75 percent of the eligible cost of restoration measures. No producer is eligible for more than $200,000 cost sharing per natural disaster occurrence. The following types of measures may be eligible: - Removing debris from farmland
- Grading, shaping, releveling, or similar measures
- Restoring permanent fences
BANK ACCOUNT CHANGESCurrent policy mandates that FSA payments be electronically transferred into a bank account. In order for timely payments to be made, producers need to notify the FSA county office when an account has been changed or if another financial institution purchases the bank where payments are sent. Payments can be delayed if the FSA office is not aware of updates to bank accounts and routing numbers. CONTROLLED SUBSTANCE Any person convicted under federal or state law of a controlled substance violation could be ineligible for USDA payments or benefits. Violations include planting, harvesting or growing a prohibited plant. Prohibited plants include marijuana, opium, poppies and other drug producing plants.
