2014 ACREAGE REPORTING DATES

 July 15th is the deadline to come in and report your spring planted crops and maple sap taps for program purposes. When you have completed planting your corn, barley oats, soybeans, stop by and file your report.

If you plant commercial vegetables, you may report them as commercial vegetables. You do not need to break them down into individual crops unless you are covered under the Noninsured Crop Disaster Assistance Program (NAP).

You may also report crops covered by crop insurance under the risk management program, for example apples.  If you have questions give us a call.


FARM RECONSTITUTIONS

 

When changes in farm ownership or operation take place, a farm reconstitution is necessary. The reconstitution — or recon — is the process of combining or dividing farms or tracts of land based on the farming operation.

The following are the different methods used when doing a farm recon.

Estate Method — the division of bases, allotments and quotas for a parent farm among heirs in settling an estate;  

Designation of Landowner Method — may be used when (1) part of a farm is sold or ownership is transferred; (2) an entire farm is sold to two or more persons; (3) farm ownership is transferred to two or more persons; (4) part of a tract is sold or ownership is transferred; (5) a tract is sold to two or more persons; or (6) tract ownership is transferred to two or more persons. In order to use this method the land sold must have been owned for at least three years, or a waiver granted, and the buyer and seller must sign a Memorandum of Understanding;

DCP Cropland Method — the division of bases in the same proportion that the DCP cropland for each resulting tract relates to the DCP cropland on the parent tract;

Default Method — the division of bases for a parent farm with each tract maintaining the bases attributed to the tract level when the reconstitution is initiated in the system.


COUNTY COMMITTEE 2014 ELECTIONS

Local Administrative Area 1 including the towns of Avon, Carrabasset Valley, Eustis, Kingfield, New Vineyard, Phillips, Rangeley, Rangeley Plt, Strong, and all unorganized towns of northern Franklin County will be electing a member to serve a 2 year term on the County Committee in 2014. The county is divided into 3 administrative areas. Each area votes once every 3 years.

The nomination period has begun. Reguest nomination forms from the USDA Service Center in Farmington or online at http://www.fsa.usda.gov/elections. The Last day to file a nomination form at the USDA Service Center is August 1, 2014.

We encourage all producers to seek nomination including beginning farmers, women and all other socially disadvataged groups.


CONTINUOUS CONSERVATION RESERVE PROGRAM SIGNUP

Continuous Conservation Reserve Program (CRP) Signup is once again available. The number one use of this program in Franklin County has been to fence livestock out of streams, install riparin buffer zones, provide livestock crossing and watering facilities. Practices are also available for filter strips on cropped land along streams and rivers. Practices are available to establish waterways in cropped fields.

These practices are cost shared at a rate of 50%, but a Practice Incentive Payment is added to cover an additional 40% of the cost. Since these practices are installed on critically sensitive land, there is also a Signup Incentive Payment of $100 per acre per year not to exceed 10 years. CRP may be enrolled for a period of between 10 and 15 years.

BEGINNING FARMER LOANS

FSA assists beginning farmers to finance agricultural enterprises. Under these designated farm loan programs, FSA can provide financing to eligible applicants through either direct or guaranteed loans. FSA defines a beginning farmer as a person who:

§  Has operated a farm for not more than 10 years

§  Will materially and substantially participate in the operation of the farm

§  Agrees to participate in a loan assessment, borrower training and financial management program sponsored by FSA

§  Does not own a farm in excess of 30 percent of the county's average size farm.

Farm Operating Loans — Direct 2.25%

Farm Ownership Loans — Direct 4.00%

Farm Ownership Loans — Direct Down Payment, Beginning Farmer or Rancher 1.50%

Emergency Loans 3.25%

Farm Storage Facility Loans (7 years) 2.25%
